The Transportation Systems Division offers AC propulsion systems for railroad commuter cars and locomotives including traction motors, VVVF Inverters, controls, HVAC and other electrical devices. Our corporate headquarters is located in Warrendale, PA.
We are seeking a Logistics Specialist to manage the Import and Export of parts and products for the Transportation Systems Division. The successful candidate will have an understanding of all Import/Export related regulations and procedures, including: ECCN compliance, security filings, Buy America and tariff codes.

Job responsibilities include:
Establish and maintain databases to track import, export metrics, countries of origin, Buy America and MWBE requirements.
Import
Pre-arrival, review and verify import paperwork from MELCO, MELMEX or other customers and vendors. ! EMD, Bombardier, Secheron, Chromolox, etc. Arrange clearance t! hrough customs brokers. Prepare Import Security Filings to assure compliance with C-TPAT. Arrange Temporary Import Bonds as appropriate for warranty returns, test equipment, etc. Track and prepare NAFTA and other certificates of origin based on content and original country of manufacture for components. Calculate and track Buy America or state specific content requirements base on origin. Contact brokers to resubmit corrections to 7501’s to US Customs and obtain new 7501 for file. Export
Support sales to conduct and assure proper screening, prepare End Use Certificates, and maintain database document compliance through: Ø Denied Persons List
Ø Unverified List
Ø Entity List
Ø Specially Designated Nationals List
Ø Debarred List
Ø Nonproliferation Sanctions
Ø Anti-Boycott Screening
Ø Prohibited Destinations
Work with Engineering to determine proper export classifications for tariff codes (HTS and Schedule B) and ECCN codes for TSD ! products for compliance with US law and optimize classification to minimize duties. Determine ECCN compliance with Commerce Control List and application of license exceptions. Work with MEUS legal to obtain export licenses as required. Prepare Commercial Invoices for export of TSD products. File Electronic Export Information through the Automated Export System. Maintain HTS database and assure synchronization with annual customs updates. Review and manage broker Powers of Attorney. Arrange transportation (air, ocean, truck) for all international and domestic shipments. Obtain and track PODs for invoicing. Process freight claims for domestic and international carriers. Monitor regulating organization websites and publications for changes in regulations and notifications. Notify management of changes to regulations and develop procedures and programs to maintain compliance with the regulations. Develop tracking method and track and report on MWBE flow down requirements. Requi! rements:

  • Bachelor's Degree in technical field, plus minimu! m 5 years technical experience with international transportation or equivalent education and experience.
Ability to travel domestic and international. Ability to understand and negotiate commercial contracts. Ability to analyze data and develop and communicate division strategies, tactics, and policies. · Demonstrated skills in interpersonal relations, cross-cultural understanding, and verbal/written communications.
  • Developed computer skills with emphasis on MS Office and knowledge of business systems .
