Location: Harrisburg, Pennsylvania

Public Partnerships, LLC is seeking a highly motivated candidate for a Business Analyst (BA) position located in our Harrisburg, PA office. The Business Analyst will work in a fast-paced, high growth public finance practice area. The Business Analyst will learn how government programs operate and how to affect improvements. Opportunity exists for involvement in proposal writing efforts and new program launch activities.

Specific Responsibilities:
Perform Agent of Employer and A/P Operations

Validate and enter payroll timesheets and A/P invoices into PPL Management Information Systems.

Verify service payment information against budget for consistency and accuracy.

Follow-up with Case Managers / workers on timesheets that are inconsistent with budgets.

Coordinate regular payroll filings to IRS and state agencies.

Coordinate and distribute annual W-2 forms to employees (attendants).

Coordinate procurement and administration of workers compensation and unemployment insurance.

Coordinate applications for employer agent certification, power of attorney, and related documents.

Monitor accuracy/timeliness of payment processing and participate in Continuous Quality Improvement.

Review and Monitor Participant Budgets and Funding Allocations

Manage participant budgets and fund allocations to ensure completeness and accuracy.

Follow-up with Case Managers / Client Agency on participant budgets that are incomplete or unclear.

Develop necessary information relating to new services providers for setup.

Create and maintain adequate budget files by participant for audit purposes.

Coordinate Project Requirements and Client Expectations

Establish and manage an independent liaison role between PPL and client.

Ensure PPL corporate policies are aligned with client expectations on each assigned project.

Spec-out technical needs with PPL IT staff, define business need for process improvement, and work with IT staff to design, test and execute the recommended IT solution.

Design, monitor and modify monthly reports in Report Writer, Crystal or other reporting software.

Assist clients with budget development and payment processing inquiries.

Log telephone interactions with Client Agency Staff, Case Managers, Workers, Participants, and Families.

Assist Business Development and Program Launch Activities

Identify new PPL business growth opportunities and develop PPL seminar/conference presentations.

Perform research and writing tasks to support proposal development, financial analysis, and workplan production.

Remain informed of PPL market requirements, attend conferences as assigned and participate in

Internal seminars.

Required Skills

Strong analytical skills and attention to detail.

Excellent ability to build and maintain business relationship with clients by providing prompt and accurate service.

Excellent oral and written communication skills.

PC spreadsheet skills preferred.

Strong organizational, presentation and writing skills.

Proficiency in MS Office products â€" PowerPoint, Excel and Word.

Some travel and non-traditional hours required.

Required Experience

Bachelor’s Degree required.

Experience in business administration, preferably in an automated system environment a plus.

Experience with database systems beneficial.

Financial / accounting systems experience preferred.

General knowledge of state and local government, Medicaid, budgeting and business administration is a plus.
