The Pennsylvania Immigration Resource! Center (PIRC) is a non-profit legal services organization that provides education and legal services to vulnerable immigrants in the community and detention, including survivors of torture, individuals with mental illness, families in detention, and victims of violence. PIRC has an opening for a full-time Program Managing Attorney, Detained Immigrant Programs starting April 1, 2013. The Program Managing Attorney will report to the Executive Director and will manage the Detained Immigrant Programs: the Legal Orientation Program (LOP), Vulnerable Persons in Detention, and the Protection Advocate Initiative.

The Pennsylvania Immigration Resource Center (PIRC) is a non-profit legal services organization that provides education and legal services to vulnerable immigrants in the community and detention, including survivors of torture, individuals with mental illness, families in detention, and victims of violence. PIRC has an opening for a full-time Program Managing Att! orney, Detained Immigrant Programs starting April 1, 2013. The! Program Managing Attorney will report to the Executive Director and will manage the Detained Immigrant Programs: the Legal Orientation Program (LOP), Vulnerable Persons in Detention, and the Protection Advocate Initiative.

Job Purpose and Activities:

  • Manage and oversee the Legal Orientation Program (LOP) at the immigration detention center in York, Pennsylvania and the family immigration detention center in Leesport, Pennsylvania. Manage stakeholder relationships; ensure compliance with LOP reporting requirements.
  • Maintain a caseload involving detained individuals seeking relief from removal (includes representation before the York Immigration Court, the Board of Immigration Appeals, U.S. Citizenship and Immigration Services, and other federal agencies)..
  • Support PIRC's LOP staff attorneys in conducting Know-Your-Rights presentations, individual intakes, and pro se workshops at the immigration detention centers, as needed.
  • Manage two LOP Staff Attorneys and the Protection Advocate Coordinator; assist in recruitment and training of staff and volunteers.
  • Coordinate and manage PIRC's Pro Bono Referral Program; provide training opportunities, technical assistance, and mentoring to volunteer attorneys. Manage and oversee interns and law students for the Detained Immigrant Programs.
  • Work closely with Executive Director to ensure compliance with contract and grant requirements.
  • Participate in PIRC's outreach and community education efforts, providing training and CLEs as schedule permits.
  • Other tasks as assigned.
Qualifications and Experience:
  • Law degree and licensed to practice law before the bar of any state in the U.S.
  • Proficiency in Spanish (both written and verbal) strongly preferred.
  • At least three to five years' experience practicing immigration law, experience in removal defense preferred.
  • Str! ong management and interpersonal skills; experience in working with a w! ide range of government, nonprofit and private stakeholders.
  • Passion for PIRC's mission and demonstrated commitment to public interest law and social justice.
  • Strong sense of personal initiative and ability to manage multiple tasks without extensive supervision.
  • Excellent verbal and written communication skills.
  • Excellent legal research and writing skills.
