The Commonwealth of Pennsylvania Office of Me!   dical Assistance Programs (OMAP) administers the joint state/federal Medical Assistance (also known as Medicaid) program that purchases health care for close to 1.9 million Pennsylvania residents. 
 OMAP is involved in an exciting initiative to establish a new state-of-the art electronic medical record system for all providers of healthcare services to medical assistance recipients in Pennsylvania. This program is being adopted by other states as well. 
 Liberty Healthcare is currently hiring for a Healthcare Analyst position which will serve as a Health Information Technology â" Electronic Health Records (HIT-EHR) Analyst and report to the Medical Assistance Health IT Initiative Coordinator. 
 Responsibilities include:
 Assists with oversight and appeal issues 
 Coordinates on suspected fraud findings with Attorney Generalâs Medicaid Fraud Control Unit 
 Participates in all planning and operations activities 
 Supports!    program compliance activities 
 Provides analysis of t!   he state rules and regulations, and Federal Medicaid rules as they relate to Medical Assistance Health Information Technology initiative 
 Post payment audit including Meaningful Use auditing 
 Prepares and submits required reports related to audit findings 
 Assists with management of Medical Assistance Health Information Technology Initiative projects 
 Role Description:
 Manage both direct and indirect reports to accomplish tactical and longer term departmental projects (program management office). 
 Maintain project documentation and work plans 
 Analyze internal processes to identify efficiencies and to reduce operating costs 
 Develop comprehensive training for both new hires and existing staff 
 Create executive level reports and oral presentations 
 Provide cost benefit analyses for new initiatives 
 Assist with budget analysis, tracking and updates 
 Monitor program performance m!   easures 
 Resolve cross-office issues as assigned 
 Resolve complex customer issues 
 Assist with data collection for industry surveys and reports 
 Attend industry meetings as requested 
 Participates in all planning and operations activities 
 Participates in weekly Health Information Technology Executive Committee, Executive Committee Plus meetings and other related project meetings 
 Review materials for adherence to CMS rules and policies and provide comments, e.g., operations manual, Medical Assistance (MA) Bulletin updates, education and training materials such as webinar presentations and FAQâs and future State Medicaid Health IT Plan (SMHP) and Implementation Advance Planning Document ( IAPD) updates. 
 Provide input on Medicaid and CHIP laws and policies as they relate to the EHR incentive program 
 Coordinate with Medical Assistance HIT Initiative Operations Coordinator on the Medical Assistance Adv!   isory Committee (MAAC) activities including presentations to the MAAC o!   n HIT and dissemination materials 
 Assist with continued review of CMS and the Office of the National Coordinator for HIT (ONC) laws and rules including forthcoming meaningful use updates and technical corrections 
 This incumbent will be hired as a full-time employee of Liberty Healthcare and will be fully integrated into Office of Medical Assistance Programâs offices located at the Department of General Services Annex at 2301 N. Cameron Street in Harrisburg â" directly across from the State Farm Show Complex and on the grounds of the former Harrisburg State Hospital campus.

 $78,000 per year ($40.00 per hour) 
 25 days of paid time off annually !

 Skills/Requirements 
 Qualified applicants will have the following:
 Minimum of a Bachelors degree 
 3-5 years of healthcare industry experience, preferably with a health plan or a pharmacy 
 A working knowledge of healthcare operations to include: enrollment, claims, customer service and appeals 
 Demonstrated provider relations and or provider communication experience 
 Applied analytical skills 
 Strong written and verbal communication skills 
 Proficiency in Microsoft Office Suite, including Access, Excel, Power Point and Word 
 Proven ability to lead a team and successfully complete both short and long-term assignments 
 Abil!   ity to lead executive level meetings and/or presentations 
 Demo!   nstrated strategic planning skills 
 A working knowledge of Medicaid/Medical Assistance 
 Demonstration of public speaking skills
