(SSI) is looking for an energetic, experienced Program Manager (PM) seeking a rewarding and challenging opportunity leading a diverse team conducting life-cycle logistics support of conventional ordnance weapons systems and components of the Naval Air Warfare Center Weapons Division (NAWCWD), Maintenance, Repair and Overhaul Department (Code D420000) located at China Lake, California. The PM helps determine both technical and business goals in consultation with SSI management and makes detailed plans for the accomplishment of these goals.

The PM is responsible for managing all aspects of the program cost schedule and performance, including providing oversight and guidance to SSI staff, project planning, development, and implementation according to cost, schedule, and scope requirements. The PM directs project team personnel, manages cost and schedule, ensures contract compliance, and serves as the main customer interface. The PM is responsible for ensuring complete customer satisfaction by listening to and understanding customer expectations and concerns, and assuring customer project is being executed effectively.
Primary Responsibilities
- Manage all aspects of program, including technical, schedule, and cost management.
- Communicate with the Contracting Offer’s Representative and the Government Technical Point of Contacts and respond to directions.
- Communicate with and report on program status to SSI leadership.
- Serve as interface between SSI and customer leadership.
- Develop and implement program management plans.
- Analyze develop, track, and report on program or Project budgets.
- Participate in development of project schedules.
- Participate in development of risk mitigation plans at the program level.
- Formulate and enforce contract work standards and implement appropriate corrective action to resolve issues.
- Manage contractor team personnel and communicate the policies and goals of the customer.
- Be responsible for contract growth and/or redeployment of personnel.
- Identify/interview candidates for all open positions.
- Ensure effective use of contract resources and avoid unnecessary management and overhead functions.
- Work with the Business Development team to improve strategies.

Education/Experience/Skills:
- A BS or BA degree in Business Administration or other “Relevant Technical Discipline.” An AS Associate of Science degree and additional four (4) years may be
substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.
- Of a minimum of 10 years’ experience at least six (6) years of experience in the Defense acquisition, and three (3) years of experience in support of Navy Acquisition management. Experience with weapons systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Experience in initiating and maintaining technical direction within broad program objectives directly related to weapons systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
- Knowledge of acquisition policies and procedures. Demonstrated knowledge of and experience of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, financial management.
Clearance: U.S. Citizenship and U.S. DoD SECRET Security Clearance required for hire, and to be maintained throughout employment. All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation
