The National Labor Relations Board (NLRB) is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps. The SES is comprised of men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

THIS POSITION IS IN THE SENIOR EXECUTIVE SERVICE (SES ): This is a Career-Reserved position and therefore must be filled by a career appointee. Candidates are not required to have previous SES career service before applying. The selected candidate executive/managerial qualifications must be certified by the Office of Personnel Management prior to an initial SES career ap! pointment. Positions in the SES are ungraded.

NOTE! : Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of an SES Candidate Development Program (CDP), who meet the professional/technical qualifications requirements, may be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are not required to submit a supplemental statement addressing their ECQs, however, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment; and current career SES members must also submit their most recent performance appraisal; and address the professional/technical qualifications.

This position is located in the Office of the General Counsel, Division of Operations Management - Field, Region 4, Philadelphia, PA. Relocation expenses will be paid.

KEY REQUIREMENTS

Must be a U.S. Citizen.

Initial SES Career Appointee is subject ! to a 1-year probationary period.

Security investigation may be required. Drug test is not required.

DUTIES:
The Regional Director serves in all respects as the official representative of the Board and the General Counsel for the geographical area under his/her jurisdiction. In addition, the Regional Director represents the varied interests and responsibilities of the Board as an adjudicating Agency, and of the General Counsel as the investigating and prosecuting authority. The Regional Director exercises overall administrative and technical responsibility for the work of the regional staff. Examples of the delegation of authority as well as the responsibilities applicable to this position include, but are not limited to the following:

Unfair Labor Practice (ULP) Cases

Investigate and prosecute charges of unfair labor practices before a designated Administrative Law Judge and, if appropriate, before the Board; Issue and serve co! mplaints of Unfair Labor Practice and Notices of Hearing. Perform relat! ed duties, such as, amend/withdraw a complaint prior to the hearing, or decline to issue a complaint; Secure compliance with the provisions of settlement agreements;

Representation (R) Cases

Conduct hearings, administrative investigations, and representation elections, as appropriate and related duties; Issue and serve a Notice of Hearing in representation proceedings, or decline to issue a Notice of Hearing, and dismiss the petition subject to the right of the petitioner to appeal to the Board; Approve consent election agreements providing for waiver of hearing and all other procedures before the Board.

QUALIFICATIONS REQUIRED:
To meet the minimum qualification requirements for this position, all candidates must submit a separate narrative statement to show possession of the Professional/Technical Qualifications (PTOs) listed below. Responses should summarize the applicants experience in relation to the specific PTQs and specific examp! les of accomplishments. Applicants who do not meet the PTQs will be eliminated from further consideration. (A) PROFESSIONAL/TECHNICAL QUALIFICATIONS (should not exceed 3 pages in total length) :

(1) Demonstrated knowledge of and ability to apply the National Labor Relations Act, as amended, related case law, and precedent in order to handle the most complex legal issues relating to the statute.

(2) Demonstrated knowledge of the NLRB's mission and programs in order to effectively direct programs critical to carrying out the Agency's mission.

(3) Ability to manage the human, financial, information, and other resources of an organization, and lead staff in accomplishing the organization's strategic goals.

In addition to the Professional and Technical Qualifications, candidate! s must submit a separate narrative statement to show possession of the ! Executive Core Qualifications (ECQ) listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. You are required to respond to all ECQs. If you fail to do so, you will be rated as ineligible. Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of an SES CDP, please review note on page one.

(B) EXECUTIVE CORE QUALIFICATIONS (should not exceed 5 pages in total length) :

(1) ECQ - Leading Change

This core qualification encompasses the ability to develop and implement an organizational vision which integrates key national and program goals, priorities, values, and other factors. Inherent to it is the ability to balance change and continuity--to continually strive to improve customer service and program performance within the basic ! Government framework, to create a work environment that encourages creative thinking, and to maintain focus, intensity, and persistence, even under adversity.

(2) ECQ - Leading People

This core qualification involves the ability to design and implement strategies which maximizes employee potential and fosters high ethical standards in meeting the organization's vision, mission, and goals.

(3) ECQ - Results Driven

This core qualification stresses accountability and continuous improvement. It includes the ability to make timely and effective decisions, and to produce results through strategic planning and the implementation and evaluation of programs and policies.

(4) ECQ - Business Acumen

This core qualification involves the ability to acquire and administer human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology t! o enhance decision-making.

(5) ECQ - Building Coalitions/Commu! nication

This core qualification involves the ability to explain, advocate, and express facts and ideas in a convincing manner, and negotiate with individuals and groups internally and externally. It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external politics that impact the work of the organization.

HOW YOU WILL BE EVALUATED:
Applicants who are current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of an SES CDP, or otherwise who meet the mandatory requirements (Executive Core Qualifications and Professional Technical Qualifications), will be considered qualified for this position. Rating and Ranking to determine "Best Quali! fied" will be conducted by a panel of experts and will be based upon consideration of the degree to which applicants meet the mandatory knowledge, skills and abilities described in the ECQs and PTQs. Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of an SES CDP will be considered noncompetitively. Those applicants who are determined Best Qualified will be sent to the selecting official for possible interview.
